Serving Our Community Since 1986Our Mission: The mission of CLEAN, Inc. is to provide leadership through education, advocacy, and networking for a safe, healthy, drug-free community. Our Vision: We will lead the community efforts and will work together to healthy resilient youth; committed , nurturing families; and strong, vibrant neighborhoods. Our Purpose: Community and Law Enforcement Against Narcotics, Inc. (C.L.E.A.N, inc.) is a private non-profit corporation comprised of interested individuals and groups dedicated to community leadership, education and advocacy through networking to support youth and families in the regional community of the City of Winchester, and the counties of Frederick and Clarke, Virginia. The purpose of this group is to assist in the development and implementation of community-wide programs directed at reducing the demand for and availability of alcohol tobacco and other drugs, and other adolescent problem behaviors of violence, delinquency, teen pregnancy, school dropout, and supporting healthy activities and programs for families and children. The corporation represents a community approach to community problems with representation of organizations and agencies including law enforcement, schools, parents, business, social services, recreation, treatment, mental health, court services, faith communities and other groups. Working together, this group seeks to create a safe healthy, drug-free community by connecting with youth and families to support positive, healthy choices through information, education, community activities and programs. General Information CLEAN, Inc. is a private non-profit 401(c)3 organization founded in 1986 as Community and Law Enforcement Against Narcotics. The agency’s mission and vision have grown beyond those words as we have taken a more comprehensive and collaborative approach to decrease the risks facing young people in our community. This agency remains committed to reducing the demand for and illegal use of alcohol, tobacco and other drugs. We know that in addition to health problems, substance use is very closely associated with the other adolescent problem behaviors of delinquency, violence, school dropout and teen pregnancy. We know that prevention is the key. Secondly, CLEAN’s mission from the very beginning has been to foster collaboration among community agencies, law enforcement, the faith community, schools, health care, parents, other concerned community members and young people. The goal is to avoid duplication of efforts and ensure a coordinated approach in addressing these issues to ensure the most effective use of valuable, yet limited resources. CLEAN’s Board of Directors has been working for 20 years identifying needed programs and working together to make them a reality in our community. CLEAN brings together over 30 representatives from substance abuse prevention and treatment, law enforcement, schools, social services, health care, court services, youth programs, faith community, parents and other concerned community groups. CLEAN has also merged with the local grassroots organization Kids Are Our Concern (KAOC) and formed the KAOC Committee to work particularly on parent education and concerns of families. The funding for CLEAN, Inc. comes from various state and federal grants, contracts with Northwestern Community Services, Winchester City, Frederick and Clarke Counties schools, local grant funding, and donations from the community.
