educational, recreational, and social needs of our most vulnerable and
challenged children. Caretakers assists these children in reaching their
highest potential and in becoming responsible, healthy, and productive
citizens. Caretakers began in 1995 as a grassroots effort, when two
mothers saw a need to provide children living in the North End of
Winchester with after-school and evening programs to counter negative
influences. Caretakers currently serves over 125 children with the help of

Clarke County Public Schools
|
Clarke County Public Schools serve Clarke County, Virginia,
a community that bills itself as "Virginia's best-kept secret." Through
foresight and planning, Clarke County has preserved its scenic open
spaces, historic buildings, respect for traditional values, and engaging
small town atmosphere. CCPS has been just as innovative. Although it is a
small system with a small budget, CCPS uses limited resources efficiently
and imaginatively to create a stimulating and challenging academic program
for all students. As a result, Virginia's best-kept secret is a secret no
more, as CCPS has earned a reputation as one of the state's most
progressive school divisions. |

Frederick/Winchester Juvenile and Domestic Relations
Court |
In Virginia, a juvenile is any person under 18 years of age.
The juvenile and domestic relations district court hears all matters
involving juveniles such as criminal or traffic matters. Juvenile
delinquency cases are cases involving a minor under the age of 18 who has
been accused of committing an offense that would be considered criminal if
committed by an adult. Other juvenile offenses may be referred to as
status offenses. Status offenses are those acts that are unlawful only
because they are committed by a minor.
In addition, this court handles other matters involving the
family such as custody, support and visitation. The court also hears
family abuse cases, cases where adults have been accused of child abuse or
neglect, and criminal cases where the defendant and alleged victim are
family or household members.
There is a juvenile and domestic relations district court in
each city and county. The judges of the juvenile and domestic relations
district court are elected by the General Assembly for 6 year
terms. |

schizophrenia, bi-polar, major depression, addiction, and those with
significant impairments from MR/DD. New referrals are screened for
appropriateness and, depending upon capacity/need for service requested,

NWCS also provides 24-hour emergency evaluation, short-term
treatment and hospital referral to individuals having mental health,

Concern Hotline.
Northwestern is a public provider with a staff of over 150
caring professionals. While some public funds support these programs, fees
make up the largest portion of the budget and charges are based upon the
